Timothy Sowards is the Author and creater of Juvenile Force Perceptions, this survey was derived from Sam Faulkners Response To Resistance Survey which focuses on reasonable force and has been taken by over 60,000 officers, the response to resistance survey is focused on reasonable force from the perspective of an adult suspect (http://www.responsetoresistance.com/). This survey is designed to assist probation departments in community outreach and officer training. It is vital that probation departments understand what thier officers consider to be reasonable force in order to provide training or policy revisions.
Timothy Sowards has written and consulted on use-of-force policies, conducted training for proabtion departments and other law enforcement agencies throughout California. Timothy has been teaching defensive tactics, weaponless defense, impact weapons, and chemical agents for more than a decade. Timothy also is an adjunct instructor for Criminal Justice at DeVry University and teaches academcy and Instructor level students at Los Rios Community College District.
